Senator Wicklund presented Senate File 3733, a bill from the Minnesota Home Care Association that makes two process changes: align the structure for awarding home‑care fine dollars with recently revised assisted‑living grant language and require timely filling of vacancies on the MDH Home Care and Assisted Living Advisory Council.
Kathy Messerly, executive director of the Minnesota Home Care Association, testified that the proposals are modest administrative fixes intended to create more transparent and consistent grant procedures and to ensure the advisory council has full representation. "These small but meaningful process improvements will benefit Minnesotans," Messerly said.
Daphne Pons, assisted living and home care program manager at MDH, provided information on available fine funds and annual receipts. She said a historical pot includes about $1.5 million associated with home‑care funds and roughly $3.3 million for assisted living grant streams, plus other smaller grant amounts; annual home‑care fine receipts are modest (about $123,000 per year). MDH said it has provided technical assistance, can implement the bill and is neutral on policy.
The committee moved the bill, recommended it to pass and re‑referred it to the committee on State and Local Government for further action.
