District policy committee presented multiple policy revisions for first reading to align with new South Carolina laws, including the Educator Assistance Act, updates to teacher assignment notifications, unencumbered time for nurses and a live-streaming model policy; final approval is scheduled for next month.
At first reading, the Florence School District 1 board reviewed a package of policy updates the policy committee adapted to align with recent South Carolina law changes.
Ms. Hahn, representing the policy committee, summarized multiple revisions and the reasons for them. She said the changes to policy GCK (professional staff assignments and transfers) "aligns with the new Educator Assistance Act, South Carolina code section 59-25-410, which requires the district to notify teachers in writing of their school assignment no later than 14 calendar days before students return." She explained the committee also removed an outdated August 15 deadline and adjusted notice timelines for midyear transfers.
Other updates Ms. Hahn described include GCB (professional staff contracts and compensation) to reflect the state's minimum salary-schedule requirements and to remove outdated language about retention-incentive programs; revisions to unencumbered time provisions (GCBA) to ensure comparable protections for school nurses and define limited, emergency-only circumstances when time may be withheld; and JH (student absences and excuses) changes that allow up to 10 excused absences for certain career and technical student organization activities per South Carolina Code section 59-14-62. She also noted the State Board of Education recently passed a model policy on live-streaming school board meetings and the district’s recommended policy is based on that model per South Carolina Code section 59-19-85.
These items were presented for public review and will return on next month's agenda for final approval. Trustees were invited to send questions to Ms. Hahn between meetings.
