Martinez Unified board reports closed-session settlement, approves initial labor reopener proposals

At its Oct. 20 meeting the Martinez Unified Board of Education reported approving a claim in Gonzales v. Martinez Unified (Contra Costa Superior Court C24-00683) and voted to accept initial joint reopener proposals from the Martinez Education Association and CSEA Chapter 99 for the 2025–26 negotiations cycle; the board also heard adult education apprenticeship salary information that will return on the consent calendar.
The Martinez Unified School District Board of Education reported a closed-session, reportable action and approved initial labor reopener proposals at its Oct. 20 meeting.
Chair reported that the board met in closed session earlier to discuss confidential matters permitted under the Brown Act and that the board "voted to approve the claim" in Gonzales v. Martinez Unified School District, Contra Costa Superior Court case number C24-00683. The motion was made by Logan Campbell and seconded by Courtney Masala O'Brien; the board recorded "no abstentions," with Brugger and Lille voting yes and Horak Martin absent.
The board approved the meeting agenda and the consent calendar by voice vote earlier in the evening.
For labor negotiations, Janelle Iatt presented initial joint reopener (sunshine) proposals as required by the Educational Employment Relations Act. The board opened public hearings for the Martinez Education Association (MEA) and for the California School Employees Association (CSEA) Chapter 99 and noted that the hearings are required before negotiations commence. No public comments were made during either hearing. A trustee moved to approve the initial joint reopener proposals for MEA for the 2025–26 school year and the motion passed by voice vote. The board then considered and approved the initial joint reopener proposal for CSEA Chapter 99 for the 2025–26 school year by voice vote.
Janelle Iatt also provided information on a proposed apprenticeship teacher salary increase for the adult education program, explaining the apprenticeship teachers are paid at journey-level wages by Local 16 and the district is proposing to align adult-ed teacher pay accordingly. Iatt said the funds for these teachers come from related supplemental instruction funding for adult education and that there is "no impact to our general fund;" she said the item will be brought back on the consent calendar in two weeks for formal action.
There were no public comments on the labor items. The board moved on to other business after the approvals and adjourned the meeting at approximately 7:15 p.m.
