Andy Cannon summarized the procurement: three responsive bids were opened following a September RFP; scoring emphasized price, schedule and technical design. OVRA was the lowest responsive bidder at just under $13 million. Cannon said OVRA built John Swett Elementary and the Los Juntas project and that prior work had come in on schedule and on budget under the district’s project labor agreement.
Trustees asked about local experience and project history; staff said OVRA is a local firm with prior success on district projects and noted the designer/contractor must seek Division of State Architect approval as part of the design‑build process. There was no extended public comment on the award. A motion to approve the resolution and the contract passed in open session.
Next steps: staff will finalize contract documents, monitor DSA approvals and return to the board with any material change orders or authorized contract adjustments.
