American Fork City Council approves Meadowbrook TOD Phase 4 agreement, adopts volunteerism proclamation

The American Fork City Council on Feb. 24, 2025 approved a performance-in-lieu agreement with Woodside Homes of Utah LLC for Meadowbrook Transit-Oriented Development (TOD) Phase 4 and adopted a proclamation affirming the city’s commitment to volunteerism. Both motions passed by recorded voice votes of 4-0, with Council member Carol absent.
The performance-in-lieu agreement, introduced as the first action item, authorizes construction in lieu of providing an improvement construction guarantee associated with Meadowbrook’s TOD development. Council member John moved to approve the agreement and authorize the mayor to execute the documents; Council member Holly seconded. The mayor called the vote: Council members Hunter, John, Taylor and Holly each responded “Aye.” The council did not record nay or abstain votes on the motion.
Camden introduced the second action item, a proclamation declaring the city’s commitment to volunteerism. Council members praised the city’s volunteer base; Council member John said, “I’m grateful for our volunteers that spend so much time in doing the things they do for our city,” and credited volunteers for making events and daily services possible. Council member Taylor moved to approve the proclamation; Council member Hunter seconded. The council voted Aye on the proclamation.
During the public-comment period, resident Chad Christopherson asked for help resolving a longstanding issue he said had been pending since 2020. Christopherson said he had emailed staff multiple times and asked the council to direct a staff member with decision-making authority to move the matter to closure: “I just need somebody that can make decisions to help me be able to do that because this is just… hanging out there.” The mayor and staff encouraged Christopherson to continue coordinating with David in staff, who had been assisting him.
City administrator David reported briefly on attending Lieutenant Colonel Tim Hawley’s rank advancement and thanked him for his service. Council member Holly used her report to note a reorganization of the beautification committee and announced the birth of her daughter, Garetti Rose Holly.
The meeting began with the Pledge of Allegiance and an invocation, proceeded through council reports and the consent agenda (adopted by voice vote), and concluded after a motion to adjourn by Council member Holly that carried with a voice vote.
