York County commissioners approve routine transfers, authorize 4‑H playground grant and K‑9 vehicle purchase, and create federal forfeiture accounts

Commissioners also approved payroll and vendor claims that included an added sheriff's claim to buy a budgeted 2022 Ford police interceptor configured for K‑9 duty. County staff said the unit costs $38,989; $27,408 of that amount is money raised by the community to support the canine program and the remaining $11,581 would come from the sheriff's budget. Staff emphasized current vehicle supply delays and said the unit became available after another buyer backed out. The board ratified an $3,434 ACH motor fuels tax payment that had already been made in error and will change procedures to surface such automatic payments earlier.
The visitors bureau and two 4‑H leaders asked the board to help replace a well‑used playground at the York County Fairgrounds. Presenters described fundraising that raised roughly $15,000, volunteer installation plans, freight savings from a donor family, and the project's goal of being installed before the county fair. The board approved paying up to $15,000 from the county improvement fund to cover submitted bills for equipment, freight and site prep.
On audit and banking housekeeping, county staff explained a federal compliance review required interest earned on federal forfeiture funds be tracked inside federally designated accounts. To comply, the board authorized creating four new named accounts: York County Sheriff Federal Treasury Fund; York County Sheriff Federal Justice Fund; York County Attorney Federal Treasury Fund; and York County Attorney Federal Justice Fund. Staff said Cornerstone Bank requested meeting minutes to open the accounts and that signature cards will name the county treasurer plus the department representatives.
Other business included authorizing a memorandum of understanding for $355,000 in CDBG funds (including $5,000 for construction management) to support remodeling at the Four Corners Health Department, and approving a zoning conditional‑use permit for a dwelling filed by Luke Gerber with a condition that the lot be a stand‑alone parcel with separate utilities and entrance. Public transit staff also presented a two‑year budget and policy for Federal Transit Administration assistance; after a public hearing the board endorsed the proposed policy and budget for FY2023–25.
What happens next: Most awarded funds will be paid after the county receives invoices; staff and vendors will coordinate the forfeiture account openings with Cornerstone Bank; the assessor and procurement staff will proceed with invoices and vendor coordination for approved claims. The county indicated the cybersecurity grant discussion will be revisited after tech policy work is completed by the county tech committee.
