York County commissioners approve budget transfers and authorize planning contract with Nate Hines

York County commissioners on June 27 voted to approve a series of budget transfers and authorized the chair to sign a contract with Nate Hines to perform planning and zoning administrator duties.

The board approved four budget‑authority transfers by resolution to cover shortfalls across county accounts: $37,000 to cover a county court shortfall, $3,000 moved into child support/district court, $30,000 reallocated into the county attorney budget to cover deputy pay, and $44,000 transferred to corrections/jail to cover outside housing costs. Commissioners discussed the need for transfers before adopting the new fiscal year budget, noting that some lines have extra authority that can be reallocated to cover unexpected expenses.

Commissioners also voted to approve payroll and vendor claims, including two additional claims added at the meeting: Woods and Aiken for $1,548 for employee interviews and NERMA (property and casualty) for a $7,500 deductible.

On personnel, the board authorized the chair to execute a contractual agreement with Nate Hines to provide planning and zoning administrator services. The compensation package discussed at the meeting referenced the previously used annual figure of about $20,000 to be allocated from planning and zoning budget lines. Commissioners who had met with Hines described him as capable and ready to learn the county’s processes; the board approved delegating signature authority to finalize the agreement.

The board’s actions were framed as short‑term fixes and administrative decisions rather than permanent budget increases; commissioners said further budget work will occur during the formal budget process.

The chair said the transfers and contract authorization are administrative steps to keep county operations running through the budget transition period; appropriate accounting and budget adjustments will be made before the fiscal year closes.
