Council approves cost-share with Jordan Valley for Rosecrest Road pipeline and reconstruction

Justin (speaker 3) presented item 9.2, a cost-share agreement with Jordan Valley Water Conservancy District to construct a parallel pipeline along Rosecrest Road and to reconstruct approximately 5,900 linear feet of roadway. Justin said the pipeline (about 7,500 linear feet, diameters 30 to 16 inches) is identified in Jordan Valley's master plan to meet current and future regional demand; the anticipated service life of the pipeline is 70-plus years.

Justin described construction methods (full-depth reclamation in the north section; milling and overlay farther south), ADA ramp and curb-and-gutter improvements, and scheduling that prioritizes work adjacent to Black Ridge Elementary during summer break. The project was bid in December and Vancon was the low bidder. Herriman's share includes roughly half of shared meter vault costs (~$46,000) and roadway funding reserved in FY26 ($1.6M) and FY27 ($1.7M). The city will reimburse Jordan Valley on monthly invoices as work progresses and provide inspection and management services.

Council asked about traffic impacts and communications; staff said the contractor must generally maintain two travel lanes and that Jordan Valley will hire a public-involvement officer and the city will coordinate an open house and communications plan. Teddy (speaker 8) moved and Jared (speaker 9) seconded the resolution RORO8-2026; roll-call votes were affirmative and the council approved the cost-share agreement.
