Herriman council approves Davenport Group contract for online permitting software

Blake (speaker 7) presented item 9.1, recommending approval of a contract with Davenport Group USA for their LAMA land-management platform to handle permitting, inspections and business licensing. Blake said the current permitting system lacks an online portal and will lose vendor support in 2027, and noted that the city led an RFP process with 10 proposals and multiple demonstrations that identified Davenport as the vendor that met the city's needs.
Blake told the council that LAMA will provide an online submission portal, plan review workflows, email notifications to start statutory review clocks, and reporting features that the council may view in near real time. He said implementation would begin immediately after contract approval, with anticipated start of live service on Jan. 4, 2027, and that implementation costs are included in Herriman's approved budget.
Council members asked about implementation timeline, efficiency gains for staff, and online payments. Blake and staff said the timeline is intentionally conservative to avoid rushed deployments and that the portal should improve cross-department tracking and statutory compliance; online payments are planned as an integrated function. Matt (speaker 6) moved to approve the agreement and Teddy (speaker 8) seconded. Roll-call votes of 'yes' were recorded by Jared (speaker 9), Teddy (speaker 8), Matt (speaker 6) and Tara (speaker 5); the mayor stated he did not vote yes. The motion carried.
