Council approves most PID budgets but tables Colonies bond after resident opposition

City staff presented a slate of 2025–26 public‑improvement‑district (PID) budgets and five‑year service plans at the Aug. 26 meeting; council opened public hearings and approved most ordinances after staff reported that advisory boards had recommended the budgets and, in some cases, sought bond issuances.
Carrie Roberts reviewed PID totals including assessment rates, line‑item expenses and requests for new and continued debt service. Several PIDs (Green Waste, Heritage Hills, Pinnacle, Point West, Quail Creek, Town Square, Ted Berry and Vineyards) were adopted after hearings and motions on the floor. Many of the PIDs maintain small per‑lot or per‑square‑foot assessments and use advisory boards to manage area landscaping, lighting and amenity maintenance.
During the Colonies PID hearing a resident, Lee McCammon, said homeowners had not received adequate notice of a planned $1,000,000 bond request to build a park and argued the community opposed the measure. Staff clarified that approval before council at this stage establishes a budget and a service plan; any actual debt issuance would require a later, separate board action and council approval. Given the resident concerns and questions about local notice and outreach, council voted to table the Colonies PID ordinance and asked staff to return the item for further review and board discussion before final action.
City staff said PID notices were published and mailed to property owners per the standard process; council asked staff to improve communications and to bring back the Colonies PID after advisory‑board follow up. Other PID ordinances on the agenda passed by council vote.
