The Lincoln Planning Board voted to continue the preliminary plan for Lincoln Meadows at the applicant's request, giving the project team time to address outstanding Technical Review Committee (TRC) comments and secure easement approvals.
Staff described Lincoln Meadows as about 10.97 acres off Myers Drive with three recorded easements — a 20-foot sewer easement, a 100-foot electric easement and a 50-foot access easement — and told the board that four house lots (including Lots 5 and 6) were encumbered by wetland buffers. A state freshwater wetlands permit and a general stormwater permit, issued 07/25/2025, include a DEM requirement that Lot 6 be planted to satisfy a permit condition, staff said (Town Planner Stephanie).
Why it matters: Board members said the plan still needs clearer, consistent survey and grading sheets, documented utility- and easement-related approvals and a finalized stormwater plan before public hearing. They flagged potential public-safety exposure at the proposed detention pond and urged a perimeter fence around the basin.
Board members and staff described several technical items that must be addressed before a hearing. Staff asked the applicant to remove subdivision layout from the existing conditions sheet to avoid confusion between a 2022 survey and a more recent survey, to show all required easements on the record plan (including swales, the force main, drainage pipes and riprap), and to provide retaining-wall details and evidence that the electric utility has approved grading within its easement. Staff also noted that public water and sewer are proposed, that Lots 1–2 would be served by a private sewer force main maintained by an owners association while Lots 3–10 would connect to municipal sewer, and that a single detention/retention pond is proposed in an easement on Lot 4.
The board debated road-width and sidewalk options. Some members preferred a 30-foot roadway without sidewalks to match adjacent subdivisions; others said a narrower pavement plus sidewalks would better separate pedestrians from vehicles. One member objected to removing sidewalks after granting a reduced pavement width waiver. On sewer layout, staff and a presenter said the existing sewer alignment installed with Lincoln Meadows 2 cuts through a buildable portion of the property and creates cover and pitch issues; staff asked for a minor realignment where feasible so Lot 6 retains usable yard area.
Attorney John Shikachi, speaking for the applicants, told the board the engineer had not yet completed staff-requested changes and that easement modifications were still in progress, calling the filing ‘‘a little premature’’ and asking the board to continue the matter. The board moved to continue the project until further notice to allow the applicant and their engineer to address TRC comments and secure required easement documentation; the continuance passed on a voice vote.
Next steps: The applicant team will revise plans to resolve discrepancies between surveys, provide the requested easement and retaining-wall documentation, and return to the board for a public hearing once staff signs off on the revisions.
