The Technical Review Committee on Aug. 14 recommended that the Planning Board take up the Lincoln Meadows 3 preliminary major-subdivision plan (Plat 45, Lot 437 on Myers Drive) with a set of conditions addressing utilities, easements, surveys and documentation.
Jane Campbell of the design group, representing the applicant (Steve Pulio / Stockwood LLC), told the committee the project has received wetlands and riparian permits from the Department of Environmental Management (DEM) and that the design team has revised grading and stormwater plans since master-plan approval. She said engineers evaluated a proposed straightening of an existing sewer line but found the straightened alignment would produce less-than-minimum pitch; the team therefore proposes keeping the sewer in its current alignment and using low-pressure sewer for some end buildings. "The sewer is at the minimum pitch right now," Campbell said, explaining why the alignment change was not feasible.
Committee members and staff raised multiple technical issues the applicant must address: reconcile inconsistent existing-conditions plans and lot-area discrepancies produced by different surveyors; provide an easement plan that captures sewer, swales and force-main easements; confirm coordination with Rhode Island Energy (National Grid easement) for any gas extension and the curb cut on Myers Drive; and provide HOA and maintenance documents to the town solicitor prior to final approval. Chair reported an email from Peter de Lorenzo, the superintendent, indicating Lincoln Meadows is in the water-availability queue and that water availability is expected to be accommodated.
The committee also discussed the stormwater detention basin’s depth (roughly four feet in a 10-year storm and up to about 5.5 feet in a 100-year event) and asked whether the basin should be fenced; the applicant agreed to add the detail to the plans if desired. After reviewing outstanding comments and the applicant’s responses, a committee member moved to forward the preliminary plan to the Planning Board with the conditions summarized in Leslie’s comment letter; the motion carried on a voice vote.
What happens next: the item is tentatively scheduled for preliminary review with the Planning Board on Aug. 27; the applicant must submit reconciled survey/topography sheets, easement documentation, HOA/maintenance documents and any plan edits required to address drainage, fencing and curb-cut coordination before final approval.
