Lincoln licensing board approves multiple permits, denies a soliciting application and issues warning after nightlife incident

The Board of Licensing and the Lincoln Town Council approved several license transfers, event permits and mobile food licenses during their meeting, while denying a soliciting permit and issuing a warning after a show‑cause hearing.

Acting presiding officer (speaker 1) opened the board’s public hearing on the transfer of a Class BV liquor license for the restaurant location previously operating as Nathan’s Bistro. The applicants described their family-owned cafe operation and said they planned only cosmetic changes and would expand to offer dinner. After confirming required health- and clerk-related paperwork would be completed, Councilman Oni (speaker 2) moved to approve the liquor-license transfer contingent on documentation; the motion was seconded and approved by voice vote. "So you've been approved for the transfer of the liquor license," the acting presider said after the vote.

The victualling (food) license and an entertainment license for the same location were approved under similar contingencies. Applicants said entertainment plans would be limited (occasional live music, not large concerts).

The council approved special-event permits for the Joseph Kelly Foundation’s Walk to End ALS at Chase Farm (Oct. 5), the John Martin Foundation car show (Sept. 7) and the Manville Sportsmen’s Club annual field days, each with the customary conditions; in several cases the council waived event fees.

Organizers of a multi-week Food Truck Friday series asked to extend their F1 liquor-license coverage. Solicitor (speaker 3) and town staff noted a 12-license-per-year statutory limit and cautioned against issuing multiple F1 licenses to affiliated entities. The council approved the event request conditionally, requiring applicants to show corporate documents demonstrating the entities are not affiliated before the solicitor signs off.

Councilors also addressed a soliciting-permit application (Trinity Solar) amid repeated complaints about aggressive door-to-door solicitation. Councilman Helvaney (speaker 2) described a recent near-physical confrontation between a resident and a solicitor and urged enforceable measures; the solicitor reviewed past litigation that limited outright bans and described the town’s current permitting-and-enforcement approach. The council voted to deny the soliciting permit application.

A show-cause hearing for Cool Pickle LLC followed after a late-night police response alleging open containers and a confrontational staff response. The town solicitor said the officer observed open containers on the bar after permitted hours and that progressive discipline was appropriate; the council voted to issue a formal warning and require improved staff cooperation with police, but took no further license action.

The board approved grouped renewals and new licenses for multiple mobile food vendors to operate at Chase Farm events, subject to up-to-date state and local paperwork, and approved waivers/renewals for recurring charitable events.

The Board of Licensing adjourned and the council continued with its agenda.
