The Lincoln Town Council approved purchasing-committee recommendations on Nov. 18 to establish an on-call engineering roster and to award the town’s calendar-printing contract.
Councilor (S5) said the town issued RFP 2026-02 for on-call engineering services and received eight responses; staff scoring produced a top group of four firms — Beta Group; Fuss & O’Neill; Carr Corporation; and GZA GeoEnvironmental — to be placed on an on-call roster for services not to exceed $20,000. The proposal includes language to sunset the roster at the end of the current fiscal year to allow future competitive bids.
The committee also recommended awarding the town calendar contract to Indiana Printing & Publishing for $7,923.04. Councilor (S5) said sponsorships of $6,000 have been secured that will reduce the town’s net cost to less than $2,000. Both motions passed by voice vote.
The on-call roster is intended to allow departments to obtain engineering work quickly for small projects; the town clerk and purchasing officer will track expenditures to ensure the $20,000 cap and the sunset provision are honored.
