Summary
The council voted to adopt Ordinance 2025-15, an amendment to zoning regulations restoring special-use permit criteria developed with Weston & Sampson and town planner Stephanie Davies to align local rules with state law.
The Lincoln Town Council adopted Ordinance 2025-15 on Nov. 18, restoring a set of special-use permit criteria for the town’s zoning code that had been removed previously to comply with state regulatory changes.
Committee chair (S7) told the council the ordinance committee had reviewed several deferred ordinances and recommended this amendment after work by the town planner and consultants from Weston & Sampson. Chair (S2) praised the planner’s work, saying, “She did an enormous amount of work,” and councilors said the criteria help preserve Lincoln’s rural character while guiding future growth.
The council took a roll-call vote on the ordinance. Councilor Noni, Councilor Pachet, Councilor Aza, Chair Russo and Chair Voci each answered “Yes” when their names were called. The amendment revises Chapter 260 (use regulations and special-use permits) to provide more specific criteria for special permits; the changes were presented as conforming the town’s code to state law while allowing narrowly tailored local conditions.
Councilors said the revised criteria were developed through a line-by-line review with town staff and representatives from other municipal bodies. The vote was recorded as affirmative and the ordinance moves forward as adopted; technical edits and implementation steps are to be handled by town staff.
