An ordinance committee representative said the change "brings back" certain special-use permit standards and adds greater specificity to conform with state law while preserving Lincoln’s rural character. Council members publicly thanked the town planner and zoning staff for detailed work on the language. Because the item is a zoning amendment, the council took a roll-call vote; members present answered in the affirmative and the motion carried.
The amendment is intended to give the town more precise standards when reviewing special-use requests, while remaining consistent with state requirements. Staff will post the adopted ordinance and begin implementing the revised review criteria in future permit proceedings.
