Committee approves on-call engineering contracts for up to $20,000 with fiscal-year sunset

The Chair of the purchasing committee moved and the committee approved a motion to place up to four engineering firms on an on-call roster to provide engineering services as needed, with individual task orders limited to $20,000.

The issue arose after staff described delays in recruiting in-house engineering capacity and the need for contingency support. A staff member said the arrangement is intended as a fallback: "If we have something comes up and we're tapped out, we now have this in place to go and tap into if we need to create a extra resource," and emphasized that "we're not paying for anything unless we need these services."

The Chair asked the solicitor how to word the motion. The solicitor recommended approving "the proposal for on-call services not to exceed $20,000 for the firms that were listed," and advised giving the president discretion to select which firm would be called when services are required.

During debate members discussed whether the arrangement should include a sunset or annual review. The solicitor noted that annual review is common to allow new firms to enter the market or to remove firms based on experience. The Chair offered an amendment to add a sunset at the end of the town's fiscal year; the amendment was seconded and the committee voted in favor.
