Council approves resolution to apply for DEM grant for Mandel Park splash pad and LED field lighting

The Lincoln Town Council on Monday approved a resolution to support a Rhode Island DEM grant application to build a splash pad and install LED lighting at Mandel Park.

Administrator Sluss and community presenter Leslie Scott explained that the preferred location is a lower area near the playground to preserve ADA access and avoid removing ledge. They said the project would include LED lights for the soccer field and park amenities such as enclosed "Big Belly" trash receptacles.

Leslie Scott gave the council a project estimate of $732,000, which includes a 15% contingency. She said the grant request would be for $500,000 and that the town’s local share would be about 25% (roughly $125,000) if the grant is awarded. On a question about operating costs, presenters estimated summer water use could raise the town’s bill by about $3,000 per month; they said regular parks and recreation and public works staff would manage maintenance in-house.

The council opened the required public hearing for the grant application, asked questions about site access, retaining-wall needs and possible drought restrictions, and then adopted the resolution by voice vote; the chair called for the ayes and said, "Ayes have it." The presenters did not identify any legal or utility obstacles that would prevent applying for the grant.
