Twoskis said the committee organized "to minimize the amount of deforestation and building that would be done for the Clark Reservoir as planned by the county," and added, "We like dredging, we like aeration, and passive recreation." A council member responded that the land had been purchased through the open-space preservation trust fund, and stated, "Which does include recreation, if I believe I'm correct," while also suggesting that the zoning committee might be the appropriate forum for detailed zoning questions.
