Resident Kevin Cox told the council he opposed spending on a "fancy sign," calling the $224,000 figure cited in the packet an irresponsible use of municipal funds and saying residents had not been properly informed.
City procurement manager Clayton Hoelscher told council staff issued a request for proposals in January, received three responses and ranked AAA TimeSaver Services highest.
