Planning board advances Lincoln Meadows subdivision to public hearing, extends decision deadline

The planning board on Oct. 22 voted to send the Lincoln Meadows preliminary subdivision to a public hearing and to extend the application's decision deadline.
Planning staff briefed the board that Lincoln Meadows proposes to subdivide a 10.92-acre site into 10 lots with two new roadways (an extension of Myers Drive and a 479-foot Skeeds Way), an on-site detention basin at the rear of Lot 4, and several waiver requests including elimination of sidewalks and use of Cape Cod curbing instead of the required granite curbs. "The application is for a subdivision and development of a 10.92-acre site into 10 new lots," Stephanie, planning staff, told the board, adding that the applicant has freshwater-wetlands and NPDES stormwater permits and that staff requested several technical revisions ahead of a TRC review on Nov. 6.
Applicant engineers said they would move an existing sewer manhole about 30 feet east to add roughly 4,000 square feet of buildable area on Lot 6. "We can move it," Nick Kelly of Well Design said, describing the adjustment as the maximum relocation possible while maintaining minimum slopes. Applicant representatives also agreed to accommodate staff's minor plan changes and to work with the town on easement widths and drainage access.
After discussion about road cross-sections, curbing and sidewalks, a board member moved to set a public hearing in November and to extend the decision deadline; the board voted in favor. The extension was read into the record as January 31 (year read into the record). The board also asked the applicant to return to the Technical Review Committee on Nov. 6 with the requested plan revisions.
The board recorded the motion and the ayes; no roll-call tallies were read into the record. The public hearing will be scheduled as the board's calendar permits and the application will return to the board for final action after the TRC and public-hearing processes are complete.
Next steps: applicant to submit TRC responses for the Nov. 6 TRC meeting; the board will hold a public hearing and then vote on the application.
