Council approves Parr contract for dam work, Axon AI redaction, ADP payroll and several procurement items

Purchasing recommended and council approved a $140,000 contract extension (RFP 2025-02) to Parr Engineering for final engineering plans on Handy Pond Dam repairs; the town is in final notice with DEM regarding dam repairs and a potential grant of $50,000 was discussed to offset costs.
Council awarded a carpet-replacement contract to Authority Flooring Inc. for $25,008.23; DPW will engage RI Analytical to test adhesive and underlying tile for asbestos before removal, and will stop work and pursue remediation should hazardous materials be identified.
The council approved a 5-year lease for multifunction printers (approx. $13,003.85), annual VM server maintenance/support ($12,340.92), and a three-year ADP HR/payroll contract (approx. $64,004.37). The police department's request for a five-year Axon Redaction Assistant AI Studio (approx. $51,006.14) was approved with the caveat that indemnification language be included to address risks from AI redaction errors; the town noted the police purchase will be partly grant-funded.
Finally, the council approved the direct purchase of 2,000 tons of de-icing salt from Morton Salt for $148,280. The purchasing chair said this price beat the state purchasing agreement.
All purchases were approved by voice votes as presented; several items included follow-up requirements for testing, indemnification, or grant application tracking.
