Madison Council approves road-widening, intersection signal work and right-of-way purchases

The council approved a memorandum of understanding with Huntsville to divide construction costs three ways.
The council also approved Amendment No. 1 with Kimley Horn Associates for project 22-038 (Berggreen and Hardiman intersection). That amendment includes preparation of two legal descriptions and deeds for required right-of-way acquisition not to exceed $2,500, to support a new school and a new signal at the location.
A separate authorization covered procurement of a track parcel for Seager's Road and Maisel Drive improvements, described in the record as acquisition of right-of-way in the amount of $4,020.51 to support the same school project. All three engineering resolutions were moved, seconded and approved by voice vote.
Later in the meeting legal/administrative staff presented a renewal and schedule update to the city’s agreement with Huntsville Utilities for streetlight maintenance. The amendment reflects a 3% cost-of-living increase Huntsville Utilities applied to its employees and updates the city’s payment schedule; council approved the renewal.
Actions: Resolutions approved included the Slaughter Road MOU (2024006-R), Kimley Horn amendment for Berggreen & Hardiman (2024079-R), the Seager's Road/Maisel Drive right-of-way purchase (2024098-R), and an amendment renewing the Huntsville Utilities streetlight-maintenance agreement (2024-094-R). Votes were recorded as unanimous voice approvals.
