The Lincoln ordinance committee voted to recommend an amended Chapter 48 purchasing policy to the town council after staff said the changes respond to audit recommendations and clarify thresholds for bidding and grant-funded purchases.
Staff member (S4) told the committee the amendments update dollar thresholds and capture protocols that were discussed with auditors and finance staff. "We went through it and there was a couple meetings and going back and forth just trying to establish what protocols would be," S4 said, adding the draft fits the town's operating needs and that follow-up training for staff is planned.
Committee members discussed whether to include an automatic CPI escalation clause. Presenter (S5) said he did not recommend adding an annual CPI adjustment because calculating which CPI to use could create operational difficulty; he suggested reviewing thresholds in roughly five years instead. "I don't recommend that you do that," S5 said of the CPI clause.
S2 moved that the committee recommend the amended ordinance to council; the motion was seconded and the committee voted in favor. The recommendation will go to the full council for final adoption.
