Planning board moves revised comprehensive plan to public hearing

The Lincoln Planning Board voted on Jan. 28 to send a revised draft of the town’s comprehensive plan to a public hearing, moving the multi‑year update to its next procedural step.
Planning staff told the board she had received a revised final draft that incorporated comments from Statewide Planning and that changes were generally minor, focused on adding examples and tightening language to meet statewide standards. The planner said Statewide Planning had the draft for 120 days and provided feedback that staff and the consultant addressed.
"So today, I received the revised final draft, that incorporated the comments that we received from Statewide Planning," the planner said. She recommended the board advertise and hold a public hearing in February; members noted the town council must hold its own public hearing after the planning board’s review.
Board members discussed whether new members needed extra time to review the several‑hundred‑page draft but ultimately voted to move the plan to a public hearing at the February meeting. The comprehensive plan is a decadal document and can be amended later if necessary, staff said.
The public hearing will allow residents to comment on the revised plan before the planning board and then the town council consider adoption.
