The Planning and Zoning Commission recommended the 2024-28 Consolidated Plan and the 2024 annual action plan for the Community Development Block Grant (CDBG) program to city council.
Staff (speaker 14) described the consolidated plan as the city's five-year master plan and HUD application for CDBG funds, summarized community engagement and a needs survey (about 346 responses), and said the recommended priorities are infrastructure (roads and transportation), public facilities, services (youth and senior scholarships), workforce training and program administration. Staff estimated the city's HUD allocation for 2024 at approximately $300,748, noting award letters were not yet issued.
Commissioners asked whether prior years had difficulties spending certain allocations (scholarships) and whether transportation for seniors could be added; staff said some programs were reduced to improve expendability and that federal-transportation options such as wheelchair-accessible services (Meridian) and Fetch-a-Ride were available. Commissioners discussed tradeoffs between small direct services (scholarships) and larger infrastructure projects; staff said funds could be amended in future years if priorities change and that processing amendments requires returning to the commission.
Commissioner (speaker 8) moved to recommend the consolidated plan and annual action plan to council; the motion passed by voice vote. Staff noted council action must occur by Aug. 13 to meet HUD's Aug. 15 deadline.
