Staff explained the consolidated plan is a five-year master plan and that the annual action plan spells out proposed allocations for the program year; the staff presentation said outreach included a needs assessment in March and a public comment period with roughly 346 responses. Staff said community priorities identified through the process emphasize infrastructure (especially roads and transportation), public facilities and services for youth and seniors. "This year, they're looking at providing the city with approximately $300,748," the presenter said when describing the expected HUD allocation.
The proposed 2024 allocations prioritize continuing Parkway Drive design and proposed construction funding, maintaining recreation scholarships and senior services at reduced funding levels to reflect prior uptake, and dedicating a portion of funds to administration and planning. Commissioners discussed whether transportation for seniors could be added by reallocating some scholarship funds and the administrative steps required to amend allocations during the program year; staff noted amendments require formal action and that programmatic constraints (HUD rules, income verification) affect how funds are spent.
Commissioner 8 moved to approve and recommend the plan to council; the motion passed by voice vote. Staff said council will need to act by Aug. 13 to meet the HUD application timeline.
