Council approves Liali Cafe victualing and entertainment licenses with restricted hours

A legal/staff speaker explained state requirements for a smoking-bar license and noted the state requires quarterly reporting to the division of taxation to confirm whether a business’s majority revenue derives from tobacco products (the transcript references “section 23-20.1-2” as the relevant state provision). Applicants said they would install filtration/suction ventilation to carry smoke outside and acknowledged that complaints could lead to state revocation of a smoking license.
Given the cafe’s location near residences and a church, councilors negotiated hours: weekdays (Sunday–Thursday) closing at midnight; Fridays and Saturdays closing at 1 a.m.; and the business confirmed it would be closed on Mondays. After a motion to amend the requested hours to those limits, the council seconded and approved the application by voice vote.
Councilors thanked the applicants and noted the town’s inspection checks were complete.
