Applicants, including Priya Matan Kelly, told the council Tippens — a family-friendly South Indian restaurant at 359 Old River Road — plans small-scale live music that will end before midnight on most nights. The applicants said they would monitor sound and crowd management and comply with all safety and sound regulations.
A council member raised concerns about nearby residential units and an apartment above the business, asking whether tenants had been notified and whether the proposed entertainment schedule might disturb schoolchildren on weekday mornings. Applicants said the upstairs apartment currently had one occupant who is expected to move in March and that the restaurant would limit volume and avoid “big, huge entertainment music.”
Councilors discussed trial lengths used in other communities, ranging from three to six months, and agreed to a five-month period timed to allow warmer weather testing. The motion to approve the application with a trial through the June meeting — amended to include potential waiver of a reapplication fee if the license is renewed — was made, seconded, and approved by voice vote.
The council chair closed the item by wishing the applicants luck and confirming they would return in June for reevaluation unless the situation required an earlier visit.
