The Technical Review Committee reviewed a major modification to the final plan for Wansdale Main Place (Assessor's Plat 4 Lot 92), presented as three three‑unit buildings in an RG7 zoning district. Staff explained that architectural revisions had pushed parts of Unit 1 and some rear decks into required rear‑yard setbacks, and that the applicant (Terraman Properties) had moved the building back from approximately 10–11 feet to 17 feet on the updated plan.
Staff also reported an internal zoning discrepancy discovered after the last meeting: a 2008 amendment allows multifamily buildings to reach up to 45 feet in height, so the previously discussed height variance is unnecessary for a building proposed at 35 feet. The committee therefore focused on setback dimensions, plan labeling (add rear‑yard dimensions for Units 2 and 3), and a set of standard conditions carried over from the original final plan.
Required conditions the TRC recorded included issuance of a foundation permit for the 7‑, 8‑ and 9‑unit building before site work to allow completion of retaining walls and grading; verification of infiltration rate for fill material; sodding of yards and new sidewalks/curb; private rubbish and recycling arrangements before occupancy; homeowner’s association requirement if units convert from rentals to condominiums; NBC permit for sewer extension; improvement guarantee for public improvements; and compliance with local, state and federal permits. A public hearing was scheduled for Jan. 28.
The committee voted by voice to provide a positive recommendation (motioned and seconded during the meeting).
