The Technical Review Committee voted to recommend that the Planning Board hold an informational meeting and consider the combined master and preliminary plan for a large parking expansion at 642 George Washington Highway, a site owned by Narragansett Electric Company (doing business as Rhode Island Energy). The committee attached a set of conditions covering stormwater consistency, landscape design, permitting and lighting controls.
Why it matters: The project would replace and expand existing frontage parking, add two stormwater basins and reorganize circulation to support 24/7 emergency operations and day‑to‑day parking needs. Staff warned the lower parking area disturbance will likely exceed one acre and therefore require an additional stormwater/DEM permit; wetlands buffers near the northern lot have been permitted for the upper area only.
Details: Chair (S1) opened the discussion and summarized the proposal and the changes since the previous TRC review. Applicant representatives said they have a DEM permit for the northern portion of the new lot but will submit a separate stormwater permit for the lower lot, which the committee expects to see before final approval. Sarah Cloud, an engineer and product manager with PDA representing the applicant, told the TRC the team submitted a separate stormwater application to DEM for the lower lot and will update plans and responses as needed.
The committee asked for additional documentation and conditions to be included in the TRC report: consistency between stormwater calculations and plan sheets; cross‑sections showing how the parking edge, riprap slope, guardrail and light poles align; stamped landscape plans and a written acknowledgement or permit from RIDOT for proposed landscaping in the right of way; a written statement clarifying whether Rhode Island General Law chapter 31 (EV‑ready requirements) applies to this private project; and a waiver or documented hardship if interior landscape islands are omitted for operational reasons.
On lighting, staff noted the zoning code requires written authorization for lighting between 10:00 p.m. and 6:00 a.m. The applicant said proposed fixtures will dim outside normal working hours and operate at full brightness on motion detection; because the facility supports emergency response, some overnight illumination with a dimming program is expected. The committee requested the applicant document the proposed lighting program and, if needed, pursue the written authorization through planning.
Applicant response: "We submitted a completely separate permit to DEM for the features that you see on the lower lot area," Sarah Cloud said, and added the team will update plan notes to make the stormwater modeling and limits of disturbance clearer.
Next steps: The committee recommended combining master and preliminary plan review and asked staff to include the six conditions in the TRC report for the Planning Board’s informational meeting and subsequent public hearing. Motion to recommend the informational meeting and conditions passed by voice vote.
