"Our concern, though, is that the well may trigger the threshold for a public well," staff said, noting that the building code capacity and differing occupant‑load figures on the plan sheets (one sheet listed an occupant load of 20 per floor while another showed much higher numbers) need to be reconciled with the water commission and building official.
The applicant and staff agreed to meet with the water commission and the town’s building official to review interior meter locations, existing services and whether a public water connection is feasible. Staff also requested clarification of sanitary and stormwater details, full‑width road restoration where laterals cross, and the egress/occupant‑load calculations used for building‑code triggers.
A member moved that the TRC provide a positive recommendation for the Raheb application (AP 3 Lot 30) conditioned on an amicable resolution of the water issue between the applicant and the Lincoln Water Commission and satisfactory responses to staff comments; the motion was seconded and passed.
The recommendation will be forwarded to planning for final action pending the applicant's coordination with the Lincoln Water Commission and submission of revised technical materials.
