Jeffrey Campopiano, speaking for Ronald and Linda Templeton, presented a preliminary minor subdivision plan to divide the property at 83 Wilbur Road into two new single‑family house lots in addition to the existing lot.
Campopiano said the application is complete, that a water‑availability letter has been received and that the proposed homes are outside the regulatory jurisdiction for the wetlands identified on the property. He asked the board to consider waivers for curbing and sidewalks because no new street is proposed and the lots will front on an existing road.
"There's no new street being proposed," Campopiano said, arguing that a waiver for curbing and sidewalks was not strictly required but that "it may be prudent to request those" because the planning board has previously required waivers in similar circumstances. A board member responded that the planning board has historically treated frontage lots on existing streets as requiring a waiver and said they supported granting no curbing or sidewalks in this location to avoid concentrating drainage into downstream properties.
Town staff noted several technical conditions that must be addressed before final approval, including full‑width pavement restoration where utility laterals cross the road, sanitary sewer details missing from the plan set, erosion‑and‑sediment control permitting and confirmation of water service connections. Staff said one lateral will need to cross the road and that a meter pit may be required for services longer than about 95 feet, per the water‑commission letter.
The technical review committee moved that it provide a positive recommendation for the Templeton 2 Subdivision (AP 27, Lot 109) "whereby all staff comments are addressed or satisfactorily responded to, and that the administrative officer be allowed to grant the waiver for sidewalks consistent with how other minor subdivisions have been adjudicated through the planning process." The motion was seconded and the board voted in favor.
The board's recommendation is administrative; the applicant was instructed to file any formal waiver requests and to submit the remaining technical details for administrative review and final action.
The next procedural step is for the applicant to submit waiver requests and the outstanding plan details so staff can complete administrative review and issue any approvals.
