Planner DeLeo explained the proposed edits cover multiple sections — special dimensional and site layout standards (5.18), landscaping/screening (5.20), specific procedures (5.29) and definitions (5.37) — replacing inconsistent or outdated terms (for example, 'dumpster' would be changed to 'solid waste container') and clarifying when screening and buffering applies to points of storage versus points of collection.
Staff said most of the edits simplify and standardize verbiage; they emphasized that certain exemptions remain, such as curb carts on single‑ and two‑family parcels. Commissioners asked whether the changes would create new obligations for existing structures; Planner DeLeo said existing nonconformities would remain and the landscaping/screening standards are applied at site‑plan approval.
Commissioner Lee moved and Commissioner Mills seconded the recommendation; the roll call recorded unanimous yes votes and the motion carried.
