Planning Commission backs rezoning for two South Wagner parcels to allow duplexes

The Ann Arbor Planning Commission on March 3 recommended that the City Council approve rezoning two parcels at 359 and 371 South Wagner Road from R‑1D to R2A, a change the applicant said would allow one duplex per parcel and that staff said is consistent with the city’s future land use guidance.

Chair Donnell Wyche opened the discussion on REZ25‑0006 and read staff’s motion, which staff recommended for approval. Candace Scribe of Midwestern Consulting, representing owner Martin Skora, told commissioners that the parcels are consistent with the draft comprehensive plan’s preference for duplexes and triplexes and that a community participation meeting drew approximately eight attendees.

Planner DeLeo clarified a technical question from remote commenter Tom Stahlberg about unit configuration, saying, “The R2A district allows both single family homes and 2 family homes or duplexes...If you are going to develop a duplex or 2 family home, it must — those units must attach to meet the definition of a 2 family building.” That answer guided commissioner discussion.

Commissioners said the request appeared straightforward and aligned with the comprehensive land use plan. Commissioner Lee said he would support the recommendation and Commissioner Hammerschmidt said the project was an example of what the new comprehensive plan anticipates. Commissioner Mills moved the recommendation and Commissioner Lee seconded. Manager Kelly called the roll; Commissioners Weiss, Hammerschmidt, Lee, Mills, Wetherbee and Adams voted yes and the motion carried.

The commission’s recommendation now goes to the Ann Arbor City Council for its consideration at a future meeting.
