Appling County accepts $1.399M in state road assistance, prioritizes SPLOST and a Lake Marys project

Appling County commissioners voted to accept a $1,399,000 local road assistance (LRA) award from the Georgia Department of Transportation and approved a proposed project list that includes paving and widening work on four county roads.
County manager (Speaker 7) presented the LRA award and a proposed project list that included (1) a 1-mile paving of Morrell Miles with an estimated local share of about $475,000 after GDOT support, (2) 1.7 miles of patching and resurfacing on Dunns Lake Road at roughly $350,000, (3) 4 miles of shoulder widening on Holmesville Road with an estimated $275,000 of LRA funds to complete the widening portion, and (4) 0.35 miles of reclamation and patching on Long Branch Road at about $150,000. The manager said the combined estimated cost of the four LRA projects is approximately $1.3 million and that work could begin this fall once GDOT approves the submittal.
Commissioners also reviewed the county’s 2024 SPLOST road list and agreed to prioritize Holmesville and Bethel Church roads for immediate SPLOST-funded work while phasing other projects as collections accrue. The manager told the board that the SPLOST road category had collected about $959,534 as of July and projected road revenue of approximately $10.5 million over the SPLOST term.
On a separate grant front, the county received notice of a 2025 LMEG allocation of $1,152,000 with a 10% local match. The manager proposed concentrating that allocation on Lake Marys Road (about 5.9 miles). Commissioners debated dedicating the full award to a single long segment versus spreading funds across districts and voted to proceed with the Lake Marys proposal conditioned on receipt of grant funds and final project costs.
The board instructed staff to submit the LRA project list to GDOT and to prepare bid documents and phasing plans for SPLOST and any LMEG-funded projects. The manager said GDOT had provided dump trucks and other support during recent storm recovery work and would assist with hauling and initial repairs while full contracts are procured.
The actions will be followed by standard bid and contracting processes; commissioners emphasized district representation when scheduling work.
