Officials warn of recent e-scooter crashes and call for state action on enforcement

The presenter said the town recorded "three reported" crashes between June 17 and the meeting and described four additional e-scooter crashes since early June, for a total of seven incidents in the recent period. Several of the reported crashes involved teenagers and at least two incidents caused serious injuries, the presenter said.
"So I think, clearly, it is a concern," the presenter said, and described meetings with neighboring police chiefs and state representatives to explore enforcement and legislative options. Staff noted that state law currently lacks a clear definition for the new class of micro-mobility vehicles and that local enforcement powers are limited without enabling state legislation.
Councilors recommended nonregulatory steps in the near term: safety education targeted at parents and schools, public-awareness advertising and regional coordination for enforcement grants. One councilor suggested purchasing targeted advertising in local papers to raise awareness; another urged developing a social-media safety message the schools could distribute.
Staff emphasized the need for state-level regulation to create enforceable local rules, saying the town could draft a resolution to send to the General Assembly or coordinate with legislators. The presenter recommended that parents follow existing e-bike rules at home as an interim safety measure until enabling legislation is in place.
No new local ordinance or enforcement authority was enacted during the meeting; council discussion focused on next steps for outreach and coordinating with regional partners and state legislators.
