Contractor: Oskaloosa YMCA Nanitorium project on schedule, within budget

Staff introduced contractor representative Nick Liston of Harley Hill Cement Company, who briefed the council that the project is roughly 50% of the calendar schedule but further along on a critical-path basis. Liston reported recent milestones including completion of pool tile at the recreation pool, installation of the glass divider (curtain wall), and the final pour for the competition pool basin. He gave target dates of Aug. 28, 2026 for substantial completion and Sept. 28, 2026 for final completion and said more than half the pool decks had been poured.
Liston also said most equipment is on-site though some pool accessories remain back-ordered; he reported two change orders to date that resulted in credits to the city and estimated construction costs built to date at about 55% of budget. He flagged an upcoming March 12 milestone for setting the last precast panel and explained that some site and finishing work will follow as weather allows.
Council members asked about contaminated backfill encountered during excavation and about warranties and installation logistics for the entry and curved wall sections around the pool; staff said they are monitoring material availability and do not foresee schedule impacts from current back orders. The contractor and staff described the installation sequencing and noted that some finishes will make it look substantially more complete to the public even as work continues inside.
