Authority receives audit of Leonardo spending; minutes and officer appointments approved

At the meeting on March 2, the Carson Reclamation Authority received a report from the city’s auditor, Vasquez and Associates, on expenditures tied to the Leonardo project’s preconstruction period.

Staff said the auditor reviewed transactions from Aug. 1, 2024 through the start of construction and did not identify unusual or reportable items. The review covered accounting and payment systems and concluded that expenditures had been drawn from appropriate funding buckets.

The board approved the prior meeting’s minutes following a motion moved by Diane Thomas and seconded by another member; the motion passed with the clerk recording the vote as carried. The board also approved a single consent-calendar item (item number 2) after it was pulled for separate consideration and voted on.

Separately, the authority approved appointments to the chair and vice chair positions by motion; the action was recorded as carried. The meeting ended after members offered communications and announced the city’s State of the City event scheduled for the 19th.
