The King Canvey Planning Commission on Jan. 14 recommended that the county commission approve a rezoning request to change a 4.37-acre parcel (partial 3-5-31-21-4) from agricultural to manufacturing so the applicant can develop RV and storage units.
The applicant, Nick Ramsey, told the commission he plans staged development beginning with non-covered RV storage, with later covered and potentially indoor storage units. Ramsey said the site currently has no power and that lighting and detailed layout remain in preliminary planning. "Our plan is right now to do noncovered to begin with and then covered and then possibly some indoor," the applicant said.
Shannon, the planning staff member who presented the staff report, said the parcel sits adjacent to existing manufacturing and quarry uses and noted that a manufacturing zoning would avoid a separate conditional-use-permit fee that a C-2 designation would require. Shannon said a previous storage project (Colt Henderson) had been approved in C-2 and that required conditional-use reviews; staff recommended manufacturing as appropriate for the area but suggested commissioners could opt for C-2 if they felt manufacturing was too large a shift.
During public comment a nearby resident urged the commission to protect dark-sky conditions, asking that lighting be kept dark-sky friendly. Commissioners asked the applicant about coverage and lighting; Ramsey said initial units would be uncovered and lighting plans were preliminary and would be addressed through building permits.
A commissioner moved to recommend approval of the zone change and Ordinance 0-2026-01 to the county commission "based on the facts and findings as documented in the staff report." The motion was seconded and the commission voted in favor; the recommendation will go to the county commission for final action.
Next steps: the county commission will consider the recommendation and make the final determination on the rezoning. Building permits and any required site-specific reviews will govern lighting, coverage and other development details.
