County staff says Home Road project on track; notes ARPA closeout and prevailing-wage compliance

County staff provided project updates at the April 15 Morrow County commissioners meeting, reporting progress on ARPA-funded work, compliance with prevailing-wage interview requirements and site issues that remain to be fixed.
Jamie (staff; S4) told commissioners the county has received "payoff number 10" that reduced ARPA-set-aside balances and that a form from the sheriff's office (described as a required formula) still needs to be submitted before the county can finalize the submittal tied to that funding. Jamie characterized the remaining change cap on the project as a small amount — "like 4 or $5,000" — and said he will follow up with county staff to check account balances.
On construction scheduling, Jamie said the engineer's office will meet with contractor JN this week to advance site work and that, despite weather delays, the county is "still looking like, going live in July." He also reported that directional board work is expected to finish within about two weeks and that additional crew work near the large building will follow.
Jamie flagged compliance requirements tied to federal funding, saying prevailing-wage interviews and certified payroll reports are required and that the county has completed interviews where needed. He also described a sewer-connection issue at the Home Road site that Parker identified and that will need repair before final completion.
Jamie said irrigation equipment — including a rented pump used during construction — remains onsite and that staff will approach commissioners to discuss liquidating the irrigation system once the county is certain it is no longer needed.
The commissioners did not take formal action on these project items during the meeting; the updates were provided for information and for staff to carry out follow-up steps.
