David Starr, a Rio Rancho resident and a long-time practitioner in civil engineering and land planning, used the public forum to urge the city to consider sustainability and resilient planning approaches.
Starr, who said he has worked for 61 years in civil engineering and land planning (including roughly 23 years in the region), described a six-page program he had developed and offered to meet with city staff to present it in detail. He suggested measures such as siting housing on higher ground and pursuing green energy from waste streams (human, animal and municipal waste).
The chair thanked Starr and invited him to make an appointment with staff to go over his proposals. Starr said he would follow up and appreciated the board’s time.
