Planning board approves final plat for Lomas Encantadas 1G Phase 3B, creating 52 single‑family lots

The Rio Rancho Planning & Zoning Board on Sept. 10 approved the final plat for Lomas Encantadas 1G Phase 3B, a residential subdivision zoned R‑4 that will create 52 single‑family lots and six tracts.

Planner Tim Devorek summarized the application and told the board the subject property is on the north side of Paseo Del Valcan and west of Camino Encantadas NE. "This application is for a final plat for the Lomas Encinitas 1 g phase 3 b, plat," Devorek said, adding that the property is zoned R‑4 and that staff "recommends approval, with findings and conditions."

The preliminary plat for the larger phase was originally approved in March 2022 with a subsequent extension and a preliminary‑plat amendment in December 2023, Devorek said. He noted the final plat for Phase 3A was approved April 9, 2024.

Applicant Brian Otagon took the oath and said he had reviewed staff comments. "Mr. Dvorak has done a very good job describing the project. I am available for any questions or comments that the board may have," he said.

A board member moved to approve item 5, a second was offered, and the board approved the final plat on a roll call vote. Vice Chair Richardson, Commissioner Hankins, Commissioner Gavaldin, Commissioner Tortorici, Commissioner Hardesty and Commissioner Kocher all voted yes and the motion passed.

The approval was recorded as a formal action; staff comments and the board's findings and conditions will be part of the official file. No public opposition to the item was recorded during the meeting.

The board proceeded to the next agenda item after the vote.
