Pearson DeWitt of HDR outlined the program schedule and design progress: multimodal repairs in North Nampa, mobility‑hub planning (75–80% complete), intersection improvements at Northside and 4th, 6th Street/2nd Avenue rehabilitation with new side paths, a feasibility concept for a 14th Avenue railroad pedestrian overpass, the eastern side path installation with a VRT‑funded construction allocation, a 1.6‑mile Indian Creek pathway concept and drainage/underpass work. DeWitt told council the environmental review has delayed some work but the team expects to wrap all projects by the prescribed end date.
Crystal Craig summarized budget and program status: about 34% of the grant budget has been spent while roughly 64% of scheduled deliverables are complete; the team intends to use all $5 million by the program end and to shift savings between subprojects as needed. Staff also provided a QR code linking to the RAISE public website for additional project detail and comment.
Council members asked whether VRT funding is secure for the eastern side path; staff said some design funds have been used and that construction funds are currently committed but could be contingent on future renewals. Council requested close coordination on timing and that staff pursue all reasonable opportunities to secure construction funding and accelerate where possible.
Staff will return with further technical milestones and public outreach dates tied to individual project phases.
