Sumner County highway commission forwards resolution raising concerns about House Bill 2552

The Sumner County Highway Commission voted to forward a resolution and letter to legislative contacts expressing concerns about House Bill 2552.

The road superintendent described outreach from CTAS and TCHOA that flagged parts of the bill as potentially problematic for counties. The road superintendent said the commission prepared a letter and a resolution to explain those concerns and asked permission to send them to legislative staff and officials.

The resolution, which the commission voted to forward, cites worry that strict deadlines in the bill could "put very tight constraints" on county departments and the planning commission and might force third-party certifiers to complete reviews without local institutional knowledge, a scenario an agency official said could degrade local review quality. "If this is approved, that it would put very tight constraints, not only our department, but the planning commission as well," the agency official said.

Commissioners discussed procedural details and whether the resolution should accompany a formal letter to legislators; the road superintendent and staff said the letter had already been drafted and could be sent alongside the resolution. The commission voted by voice to send the resolution and the letter to the county's legislative contacts; the motion carried.

The commission did not take a formal position to block the bill; it authorized forwarding its concerns to legislators for their consideration. The resolution and letter are being transmitted as the commission requested, and no further action by the commission was scheduled at the meeting.
