Council approves rezoning for Joel Scott’s lot at 940 West Campbell

The Paris City Council voted to rezone Block 101, Lots 6A and 7 (LCAD 15544) at 940 West Campbell from light industrial to a one-family dwelling district during its Aug. 24 meeting.
Planning staff (Miss Easton) told the council the parcel sits roughly 400 feet from the railroad but is surrounded by existing single-family homes and that the city’s future land-use plan recommends low-density residential for the area. Planning & Zoning had recommended approval by a 6–0 vote.
A neighbor and supporter, Louis Shakes, spoke in favor and asked when the district was classified as light industrial; staff noted the zoning map shows the area as pre-1981 and said the proposed rezoning conforms with the comprehensive plan. During public comment, adjacent property owner Robert Giberson asked how a broader rezoning would affect commercially zoned properties on the block; staff responded that individual property concerns should be handled in a separate discussion or future agenda item.
After closing the hearing, a council member moved to pass the ordinance and another seconded; the Chair called the vote and announced approval.
