The Paris City Council on Jan. 27 approved a resolution forgiving civil penalties assessed against a property at 1416 West Kaufman after the property—previously subject to a demolition order—was rehabilitated by subsequent owners.
City staff said the property had been subject to a 2012 demolition order that included a civil-penalty provision of $1,000 per day; because the order predated the later owner, the current owners rehabilitated the structure and brought it into compliance. Staff reported the civil penalties had accrued to roughly $426,000 while the appraised value of the house is approximately $44,000.
The city attorney recommended a waiver of the penalties, noting the purchasers were not the owners when the penalties were imposed and that the property now adds taxable value to the city. Several council members praised the rehabilitation and supported forgiveness but also said the situation highlights gaps in enforcement tracking and title checks; the attorney said staff will work with code enforcement to create a monitoring or “tickler” system to avoid similar surprises in the future.
Councilor motioned to approve the resolution to forgive the civil penalties and the measure passed at the meeting.
