The Paris City Council on Oct. 28 approved a resolution authorizing the resale at public auction of tax-foreclosed properties that do not receive adequate bids at their initial tax sale, including Westgate Apartments.
City staff, citing work by the city’s delinquent tax attorney, said an agreed default judgment allows the city to move the property to tax sale. If the property does not sell at the initial sale with a minimum bid equal to liens and abatements (approximately $170,000 for Westgate), the resolution authorizes resale at a subsequent auction with a potentially lower minimum and the ability to set a new minimum bid.
Council voted to approve the resolution; staff said the authority would also apply to about 37 additional properties that failed to sell at initial tax sales. The resolution is intended to provide a practical mechanism to return tax-delinquent properties to productive ownership while allowing the city to set reasonable resale minimums to encourage purchase and rehabilitation.
The resolution passed on a motion and second with an affirmative voice vote recorded in the meeting.
