Community Development Director Kevin described the core as the center of the municipal urban center and explained that projects within the core would be subject to conditional-use review with requirements to enhance transit connections, provide above-minimum open space, contribute to public art, and consider micro-mobility and housing options.
Technical difficulties briefly prevented staff from displaying the proposed map; Kevin summarized the proposed boundary from memory and said the formal map will be available at second reading. Jeff Burkhout of Turnberry Associates told the commission he supported the general approach but requested that a portion of folio 70 be removed from the core designation and relocated to the center designation for planning flexibility; he said Turnberry will provide a sketch and legal description to staff before the second hearing.
The city attorney noted that if the proposed amendment constitutes a substantive change to the ordinance title staff may need to re-advertise, but his preliminary view was that an amendment described as an adjustment to an "approximate" map might not require re-advertising; he said he would confirm.
After public comment and brief discussion, the commission voted to adopt the ordinance on first reading; the item is expected to return for a second reading with the map and any staff recommendations.
