Starr County court approves soliciting engineering RFPs to formally designate county roads

The Starr County Commissioners Court voted to solicit requests for proposals from engineering firms to officially map and designate county roads that currently lack formal designation.
The presiding officer said the county has maintained many roads for years without formally recording them, creating title and access uncertainties for landowners and title companies. “If a road has been maintained by the county, by the commissioner, then it pretty much is a county road,” the presiding officer said while explaining the planned RFP process. The court agreed the procurement would yield official maps that could be recorded at the clerk’s office and would include a process for landowner objections prior to final designation.
Commission discussion noted the statute that governs county road status and suggested that roads maintained and used openly for at least five years commonly become county roads. The court moved, seconded and approved solicitation of RFPs for engineering services by voice vote.
The court gave the county attorney and staff guidance to establish the RFP scope and selection criteria before returning with proposed contracts or a recommended firm.
